Nitrogen rules cause stagnation
Nitrogen causes stagnation: what does this mean for your plans?
Why building and sustainability are becoming increasingly difficult at recreational parks
If you're not allowed to build, you can't move forward
Do you want to expand, modernize or make your park more sustainable? Then you may already have noticed: applying for a building permit is anything but obvious these days. Due to the ongoing nitrogen problem, many plans are delayed or come to a complete standstill.
What exactly is going on and what can you do as a recreation entrepreneur to take steps forward?
The heart of the problem
Currently, in many regions, building permits for new or modified recreation facilities are hardly ever granted. The reason: nitrogen rules. Under current legislation, no additional nitrogen may be emitted in or around sensitive natural areas, known as Natura 2000 areas.
Even a small-scale expansion of, say, a sanitary building or the installation of a number of new accommodations could be locked in as a result.
Nitrogen calculations create uncertainty
A major sticking point is the calculation of nitrogen emissions. This is technically complex and leaves little room for interpretation. Entrepreneurs have to deal with lengthy procedures, strict review and unclear guidelines. The result? Delays, extra costs and plans that sometimes remain on hold for years.
Sustainable plans are also affected
Perhaps the most frustrating aspect: the rules also affect projects that actually contribute to a better environment. Think of installing heat pumps, building tiny houses or developing nature-inclusive residences. If nitrogen is released during the construction phase, even the most sustainable initiative can come to a halt.
What can you do as an entrepreneur?
Nitrogen rules are set nationwide, but there are steps you can take yourself to increase your chances.
- Work with specialized consultants experienced in nitrogen calculations and permit processes
- Choose modular or prefabricated construction methods so that you minimize on-site emissions as much as possible
- Talk to your municipality or county about opportunities within the zoning or local policies
- Stay affiliated with industry organizations such as HISWA-RECRON for up-to-date information, support and advocacy
Looking ahead and moving along
The nitrogen crisis requires patience, but also creativity. The demand for sustainable recreation continues to grow, as does the pressure on available space. By planning flexibly, seeking good advice and involving the right partners, you increase the chances that you can still make strides.
Building in the recreation industry today requires more than a good plan. It requires knowledge of regulations, a long breath and, above all, the guts to move with a changing landscape.
